Gary Saleba,
President
As both a management and strategic planning
consultant, Mr. Saleba is a principal and president of EES Consulting.
He provides overall quality control and insight for comprehensive
financial and power supply planning. As a founding member of EES
Consulting, Mr. Saleba has over 25 years of experience with electric,
natural gas, water, wastewater, and disposal utilities. He has overseen
more than 400 cost of service and rate design studies. He also has
acted as project manager and owner’s agent for the development of large electric
generation resources. Finally, Mr. Saleba has apprised virtually
all of EES Consulting’s clients in how to deal with fundamental
changes in the energy and natural resource industries. These changes
include increased competition, more emphasis on public input in major
decision making, and strategic planning under an uncertain future.
John J. “Jack” Snyder, P.E.
Managing Director, Power Services Group
Mr.
Snyder is an engineer and manager with 27 years of experience in
the licensing/permitting, design and project management of power
generation and process plant projects, with strong emphasis in
hydropower. As Managing Director of the Power Services Group at
EES Consulting, Jack has overall responsibility for management
and quality control for EES Consulting’s hydropower program.
Acting as Project Manager on selected projects, Jack offers a wide
range of experience in hydroelectric facilities that gives him
the broad background that is critically important in the regulatory
process. He has been responsible for project planning, licensing
and permitting, design, contract preparation and execution, construction
management, start-ups and plant operation on multiple projects.
He has prepared several complete FERC License applications and
has managed a variety of FERC Licensing and Relicensing projects.
His familiarity with State and local permitting and the regulatory
process has been valuable on projects ranging from new developments
to plant rehabilitations, replacements and upgrades. He has worked
closely with a wide variety of State and Federal agencies, and
has managed large multi-disciplinary teams on complex regulatory
projects, including management of schedules and budgets for in-house
staff while setting up and administering multiple subcontracts
under teaming arrangements.
Chris Davies, Chief Financial Officer
Chris
Davies’ primary responsibilities include accounting, financial analysis,
information systems administration, and overall business management for EES
Consulting. Mr. Davies is also experienced in the planning and oversight of
business start-ups including accounting and finance, information systems, human
resources, registration and other legal issues. Other duties include oversight
of the firm’s marketing efforts and maintaining relationships with external
accountants, bankers and lawyers. Mr. Davies has experience in dealing with
state and local tax auditors, as well as Revenue Canada and provincial tax
authorities. He also has extensive knowledge of capital asset accounting, depreciation
methods, and capital budgeting.
Anne Falcon
Managing Director, Economic Analysis
Anne Falcon’s primary responsibility with EES Consulting include providing project management and technical support for all types of economic studies. Ms. Falcon has managed projects concerning cost of service and rate analyses, financial planning and regulatory proceedings for electric, natural gas, water and wastewater utilities. Her area of expertise includes restructuring, strategic planning, forecasting, unbundled cost-of-service studies, optimization research and specialized statistical studies. On the regulatory front, Ms. Falcon has prepared evidence in several proceedings before public regulatory bodies in the U.S. and Canada. Her work at EES Consulting has also included the development of a multitude of econometric forecasts for electric, gas and water utilities. She has developed disaggregate energy and demand forecasts using a variety of forecasting and econometric tools.
