EES Consulting staff has been the lead consultant to the Public Utility District No. 1 of Pend Oreille County (District) for amending the FERC license of the Sullivan Creek Hydroelectric Project (FERC No. 2225) to add generating capability back into this currently nongenerating project. The Sullivan Creek Hydroelectric Project was constructed in 1909 and supplied electricity to the town of Metaline Falls, Washington until 1956. The project consists of Sullivan Lake Dam, Mill Pond Dam, an intake structure on Mill Pond, an abandoned wooden flume, canal, tunnel, and powerhouse structure. The project ceased operations in 1956 due to maintenance problems with the wooden flume. The project has been licensed as a non-generating project since 1958. The District purchased the project in 1959 and has been attempting to restore the original project with modern design and equipment since 1992.

Services Provided
As lead consultant, EES Consulting staff has provided the following services to the District:

  • Completed a feasibility study.
  • Advised the District on licensing strategy development.
  • Coordinated engineering and environmental studies.  
  • Conducted the three-stage consultation process with local, state and federal resource agencies.
  • Prepared all of the FERC documents including the Initial Consultation Document, Draft and Final Applications for Amendment of License, Responses to Agency Comments, and Reply Comments to the Additional Information Request (AIR) from FERC.  
  • Filed applications for State 401 Water Quality Certification, and a Forest Service Special Use Permit.
  • Provided post-filing support, including representing the District during the NEPA process.
