Public Utility District No. 1 of Clark County (Clark) operates an electric delivery system, an electric generating system, a water system and a wastewater system. The District selected EES Consulting to provide on-going consulting services to help the District manage its utility systems more efficiently.
The electric system is currently the fourth largest electric system in the state and provides service to approximately 160,000 customers through wholesale power purchases from the Bonneville Power Administration (BPA). The electric generating system produces power from the District’s gas-fired River Road Generating Plant for sale to the electric system. The water and wastewater systems serve approximately 25,000 combined customers.
Clark’s River Road Generating Plant has an average annual capacity of 248 MW and supplies 44 to 47 percent of the District’s energy requirements. The Plant, which is a combined cycle combustion turbine based power plant with related transmission facilities, began commercial operation in December 1997. Prior to commercial operation of the Plant, EES Consulting provided economic analysis to help Clark select from competitive bidders to design, procure, construct, and operate the Plant. EES Consulting performed economic evaluation to aid in the selection of a provider of on-going operating and maintenance services. EES Consulting also acted as the District’s consultant in aiding in the selection of transmission-interconnection and a storage account agreements to integrate the Plant’s generation into the control area. EES Consulting provides on-going support to the District for the following:
As lead consultant, EES Consulting staff has provided the following services to the District:
- Gas supply management
- Economic displacement analysis
- Audit of monthly gas supply invoices
- Maintenance of database of historic plant hourly generation
In addition to the Plant, the District also has several power supply contracts. EES Consulting provides economic analysis for short and long-term strategic power supply planning options. EES Consulting has assisted the District with the issuance of requests for proposals for power supply, evaluating market supply options and contract negotiations. EES Consulting has assisted the District in evaluating its power supply and transmission contract options as a priority firm customer of the BPA. This includes evaluating BPA’s power and transmission products including the Slice product. EES Consulting also provides ongoing support to the District in the following areas:
- Audit of monthly power and transmission invoices and ensure compliance with contract terms, conditions and prices
- Monitor hourly schedules on a daily basis for compliance with contract terms and conditions
- Forecast on-going monthly power supply expenses
- Maintain database of hourly power contract schedules
- Maintain database of storage account activity and ensure compliance with contract pricing mechanisms
