EES Consulting was retained to review the analysis of a wind project and to compare the project to other new resource opportunities.  The specific tasks completed by EES Consulting include:

• Review of the wind project’s construction and projected maintenance cost data
• Peer review of cost/benefit data
• Economic evaluation of wind project value for range of purchase prices and interest rates
• Evaluate alternatives for acquiring power including market purchases, purchases from Bonneville, or participation in a small gas-fired project
• Economic comparison of the various options identified to the cost of the wind project
• Evaluation of the costs associated with using the power, such as reserves, scheduling, transmission, etc.
• Evaluation of minimum project size participation that makes economic sense
