Avista owns and operates the Spokane River and Post Falls Projects in northeastern Washington State, which consist of five major dams and powerhouses: Post Falls Hydroelectric Development (HED), in Idaho, and Upper Falls, Monroe Street, Nine Mile, and Long Lake HEDs, all of which are located in Washington. Post Falls HED has an installed capacity of 14.75 megawatts (MW). The combined system, with the output of the four Washington State hydroelectric developments, has an installed capacity of 137.67 MW.
The current Project license expires in August of 2007. Avista is requesting that FERC issue two new licenses: one for the Post Falls Project and one that includes the other four developments as the Spokane River Project.
EES Consulting staff has provided relicensing consulting services to Avista for the relicensing of the Projects, participating in meetings with other consultants and with counsel. EES Consulting has analyzed project economic scenarios and developed cost estimates for likely implementation measures of a new license, to assist in decision-making. EES Consulting has assisted in drafting responses to agency conditions and recommendations and supported Avista staff with economic analyses during the administrative appeal process for mandatory conditions under the Energy Policy Act of 2005.
