  Public Utility District #1 Chelan County  
 

Chelan County PUD contracted EESC to perform a twenty-year Conservation Potential Study.  The scope of the project involved initial planning targets for conservation achievement consistent with the Energy Independence Act (19.285 RCW) and Chapter 19.280 RCW (Electric Utility Resource Plans).  

EESC analyzed a broad array of conservation measures that are both cost effective and also part of Chelan’s technical conservation potential.  EESC utilizes data from the NWPCC (Northwest Power and Conservation Council) along with specific data from Chelan’s service area to calculate potential savings for each sector (residential, commercial, industrial, and irrigated agriculture).  Potential savings and costs are given for a range of conservation scenarios specific to Chelan County.  The results from the Conservation Potential Study were used in Chelan’s integrated resource plan.  These results were aggregated in a variety of ways, including:

  • Supply curves for each sector (residential, commercial, industrial, and irrigated agriculture) that show savings available at different levelized costs
  • Conservation potential that shows the time of day and year that the savings occur
  • Time of day and year savings for each levelized cost
  • Conservation available with requirements and assumptions regarding the cost share between the utility and customers
Overall, the Conservation Potential Study will aid Chelan in their integrated resource planning process, conservation program planning, and compliance with the latest Washington state legislation.
