  Clark Public Utilities  
 

Clark Public Utilities (Clark) contracted with EESC to perform a twenty-year Conservation Potential Study.  EESC analyzed a broad array of conservation measures that are both cost effective and achievable for Clark.  EESC utilizes an in-house model for developing conservation potential estimates.   The process is consistent with the methodologies developed by the Northwest Power and Conservation Council, and is therefore compatible with Washington’s I-937 legislation.  EESC also used selected Council data as well as specific data from Clark’s service area to calculate potential savings for each sector (residential, commercial, and industrial).  Potential savings and costs are given for a range of conservation scenarios specific to Clark County.  Supply curves (conservation amounts and specified levelized costs) were produced and used in Clark’s integrated resource plan.  

Overall, the Conservation Potential Study will aid Clark in their integrated resource planning process, conservation program planning, compliance with the latest Washington state legislation, and the study also provides Clark with customer data specific to their service territory.
