Snohomish County PUD (SnoPUD) has contracted with EESC to support their conservation planning and evaluation efforts.  Duties include program and end-use measure evaluations using various cost tests (total resource cost test and utility cost test).  EESC also developed custom tools for quickly and easily estimating cost-effectiveness of conservation programs and measures.  EESC provides analytical support for new program development as well as evaluation of past programs.
