  Box Canyon Relicensing Project

Public Utility District No. 1 of Pend Oreille County (District) selected EES Consulting as the lead consultant for relicensing the Box Canyon Hydroelectric Project (FERC No. 2042). The original license for the project expired on February 1, 2002.

The Box Canyon Project consists of a dam, gated spillway, a forebay channel and a powerhouse containing four turbine-generators with a total installed capacity of 60 MW at a net head of 41 feet.

As the lead relicensing consultant, EES Consulting staff has provided the District the following services:

  • Provided guidance related to relicensing strategy 
  • Conducted a FERC license compliance audit and an engineering audit
  • Amended the original license to revise the project boundary, which included negotiating a Settlement Agreement with the stakeholders
  • Coordinated engineering and environmental studies  
  • Managed agency consultation and held public meetings
  • Developed a GIS database for the project
  • Updated Exhibit G (Project Boundary) maps and developed Access database with current land ownership information
  • Completed an operations and hydraulic modeling study and a generation upgrade study
  • Provided post-filing support, including representing the District during the NEPA process
EES Consulting staff prepared all of the FERC relicensing documents including the Notice of Intent (NOI), public library, Initial Consultation Document (ICD), Draft and Final Applications for New License, Responses to Agency Comments, and Reply Comments to the Additional Information Request (AIR) from FERC following submittal of the Final License Application, Response to Preliminary and Modified Terms and Conditions, and Response to FERC's Draft Environmental Impact Statement.
