I-937 Conservation Target Setting

EES Consulting has been conducting conservation potential assessments every two years since 2009 for utilities subject to I-937 conservation target setting requirements (Washington’s Energy Independence Act).  Most recently, EES Consulting staff completed ten Conservation Potential Assessments (CPAs) for the 2016/2017 biennium.  The CPAs estimated 20-year cost-effective and achievable potential for individual utilities based on their unique service areas and avoided costs.   Several changes have occurred since the last planning period including new codes and standards and achievement.  All of these factors were considered along with the latest measure data from the Regional Technical Forum and the Northwest Power and Conservation Council’s Seventh Power Plan.  The resulting 2016/2017 biennium targets reflect improved efficiencies in the marketplace, historic achievement, and unique avoided costs and service areas.  Targets will be achieved through utility programs, NEEA efforts, and future momentum savings.  The reports and models will be audited by the State Auditor’s Office in 2018.

Box Canyon Project Studies

Public Utility District No. 1 of Pend Oreille County, in Washington state, selected EES Consulting as the lead consultant for relicensing studies for the Box Canyon Hydroelectric Project.  The relicensing involved numerous engineering and resource studies.  EES Consulting staff members performed studies and managed and coordinated activities of consultants and subconsultants who conducted engineering and environmental studies for project license amendment and relicensing.

Clark Public Utilities

EES Consulting has assisted in strategic planning, engineering and rate setting activities for CPU for the past twenty years.  Activities completed include load forecasting, power supply cost forecasting, feasibility studies on generation projects, integrated resource planning, and conservation implementation planning.  EES Consulting has issued requests for proposals (RFPs) on Clark’s behalf for power generation projects, natural gas supplies and power purchases.
